Clunking over bumps, looseness or play in the steering wheel, wandering that needs constant correction, and feathered tyre wear from the toe angle drifting are the classic signs. A worn tie rod end shows visible movement at the joint when the wheel is rocked. 

No, not beyond getting it to a repair. A tie rod that separates disconnects that wheel from the steering entirely, and there is no warning between very loose and gone. Noticeable play means the vehicle should be repaired before it goes back into service. 

On a high-mileage vehicle, it is usually worth it. Both joints on a side have worn together, the labour overlaps heavily, and each visit ends in a paid alignment, so doing them piecemeal costs more than doing them together. 

The tie rod is the part that sets toe, and counting the turns off the old end only gets the new one close, not correct. Even a small toe error wears the tyres quickly and makes the vehicle wander. 

A knock felt through the wheel over bumps with good tie rods, a dead spot on center, or fluid collecting inside the rack bellows are signs of a failing rack. Rule out the cheaper joints first, since worn tie rod ends mimic a bad rack. Fluid-filled bellows are the giveaway that the rack’s end seals are done. 

The two usual causes are low fluid and air in the system. Check the level first, then look for leaks at the rack ends, hoses, and pump. A cracked low-pressure suction hose lets the pump pull air and whine even with fluid in the reservoir. If the fluid is full and clean and the whine continues, the pump itself may be wearing out.
